3.0 Major Steps towards Increasing Transparency:
3.1 Unified Vendor Approval Module (U-VAM):
-
A Common Web Portal U-VAM for vendor approval launched on 04.05.2021 for all vendor approving agencies like CLW, CORE, DLW, ICF, MCF, RCF & RDSO.
-
Online payment, submission & scrutiny of documents, approval and automatic inclusion in Vendor Directory.
-
Specification, Drawings, STRs etc for all items are uploaded and available to vendor free of cost without registration.
-
All Online Status and Vendor interaction on web portal only.
3.2 Ease of RDSO Vendor Registration:
-
Decontrol of RDSO items: Only 406 Main items need RDSO’s approval in 31 July 2021 (as per U-VAM) as against 676 items in Jan 2019.

Vendor Registration Process: Completely online since Nov 2017.

Self-Certified digitally signed documents for vendor registration application (since Jul 2020)

Digital Inspection Certificates and Dispatch Memos: Digitization of RDSO IC and DM since 26th Feb’2020 through Inspection Module Portal on IREPS.

IRMS Software- For apply online inspection request to RDSO by vendors.
-
OCS Software- For online communication of Vendors/ZRs with RDSO.
-
Online Appointment Software- For making online prior appointment by vendor with RDSO officials.

Online Wagon Portal- For wagon inspection & generation of IC/DM. Updating/ monitoring of wagon production from different wagon builders.
3.3 Process Reforms for Increasing Vendor Base:

Similar items grouped into sub items for easy registration:
Approved Vendors encouraged to register for remaining items of group also to enable getting limited quantity order from railways.

Faster registration as Limited Developmental Vendor:
For specified items where vendors < 5 or < 5 Class 1 Indigenous Vendors, can develop prototype after getting limited Qty Railway order.

To encourage “Make In India Policy”, Specifications being reviewed to remove any restrictive conditions to indigenous companies and to remove reference to international specifications, where possible.

Incentive to vendors for registration of those items where vendors < 5:
-
Reduced Vendor Registration- Reduced Vendor Registration Fee of Rs 10,000/- for MSE and Rs 50,000/- for others is charged against the items where RDSO approved vendors are <5.

Zero Sample Testing Fees- No sample testing fee is charged from vendor for those items where vendors <= 5.
-
Transparency in sample testing: Witnessing or recording critical stages of sample testing during re-testing
3.4 Vendor Outreach and participation-
-
259 advertisements in prominent newspapers inviting vendors.

65 physical Vendor meets held in Tier 2 cities and Industrial Hubs in association with CII, Assocham, FICCI and Local Industry Associations.

60 interactive virtual vendor meets since August 2020, with wide publicity and schedule posted in RDSO website.
-
Exhibitions by IR Divisions for display of items promoting vendor development.
3.5 Other Facilities for Vendor-
-
Vendor Lounge: A Modern Vendor Lounge with facilities like Fax, WiFi, Computer with Printer, Tea/Coffee & Drinking Water etc all Free of Cost for Vendors has been developed at Lucknow.

Similar Vendor Lounges have also been set up at Mumbai & Kolkata.
