Genesis, Role & Responsibilities

of UTHS Directorate

As per the Metro(amendment) Act 2009, for ‘technical planning and safety’ in Metro Railways, ‘Central Government’ has been defined as the Ministry of Govt. of India dealing with Railways. RDSO being the technical advisor to Railway Board,has been entrusted with the responsibility to assist Ministry of Railways in complying with the aforementioned stipulation.


Indian Railways’ Vision 2020 document presented in the Parliament by Hon. Railway Minister aims at, besides several other major infrastructural upgradations and additions - raising the speeds of passenger trains to 160-200 kmph on some routes. It also envisages implementation of at least four high-speed rail projects to provide High Speed train service at 250-350 kmph.


Taking a cue from the abovementioned developments, acting proactively, to handle technical clearance and safety certification work of Metro Railways coming up in large no. at rapid pace, as also to handle hitherto not delved in  subject of High Speed Train Operation,a new Directorate, viz.,Urban Transport & High Speed, was set up in 2010 in RDSO.


For the sake of prompt disposal of the Metros’ proposals it has been authorised to perform as a single-window, multi-disciplinary unit of RDSO.





·         Nodal directorate for approvals of Metro Systems related issues.

·         Centralised documentation of metro technology, designs & approvals.

·         Single window in RDSO for interaction with Metro corporations/authority.

·         Would examine design approvals/design issues/technical issues/trials & forward approvals. If necessarily needed would seek internal approvals/consultations with respective design directorates.

·         Co-ordinating dte. for issue of speed certificates & for conducting oscillation trials + other  Rolling stock/track/signal/electrical equipment validations tests.

·         Assimilation of urban transport technology alternatives (skybus, monorail, metro).

·         Develop knowledge expertise in urban transport solutions & take up consultancies for the same.

·         Interaction with units like RITES, IRCON, MRVC, KRC to develop linkages/partners in developing urban transport solutions.

·         Time bound, proactive work culture, effectively harnessing e-communications.


·         Assimilation of technology needed for High Speed operations by studying high speed operations in foreign railways.

·         Identifying specific upgradations/inputs in track formation, track, B&S, Rolling stock, Rolling stock components (Bogies, Couplings), Traction systems for High Speed Operations.

·         Nodal directorate to develop as knowledge base for high speed operations.

·         Inputs to develop a high speed corridor at the RDSO test track, under development at Jodhpur division.

·         Identifying specific factors/technology (cab Signalling, remote track sensing, track maintenance, R/stock maintenance) defining the safety of high speed operations/ high speed corridors.
